Prospect Rd & Area Recreation Association

Chair - Kelly Morrissey Vice Chair - Keith Ritchie Treasurer - Paul Rhyno Secretary - Barb Allen Serving the Communities from Goodwood to West Dover in District 22. The Recreation Association consists of a Chairperson, Vice-Chair, Treasurer, Secretary, and members at large made up of representatives from a variety of Community Organizations, such as homeowners, Sports Groups, Senior Groups, etc.   - The Recreation Association meets the first Wednesday of each month from September till May, at Prospect Road Elementary School at 7 p.m.  Meetings are open to the public and community members are welcome.   The Recreation Association assists community groups with local projects such as the development of playgrounds, bike parks, community parks, skate board parks, sports field upgrades, walking trails, homeowner projects, etc. We do this by providing a network of support through local groups that have valuable experience in project development and maintenance and by providing a forum to work collaboratively with HRM elected representative and staff. We have developed a process for application for community groups to access funding generated through a Recreational Area Tax Rate and to document in-kind community support that will provide sustainability for these very worthwhile projects.   There is a deadline for applications each year (this years deadline has been extended until March 8th 2006) after which the submissions are reviewed collectively and funding awarded. Specific criteria has been developed, such as all projects must be on HRM property, be publicly accessible and recreational in nature. Please download the funding application form at the top of this page. - We have been a strong community based group with continuous support from HRM staff and the past Councilors.  You could say we have grown to be a strong community support group for other Associations to come to.   Our recreation association has been in operation for 11 Years and has assisted in the building of many community recreational projects.

As a result of this work we are proud that most of the communities we serve now have some form of public recreational opportunity available to residents.

The Area Rate is 2.3 cents / $100 assessment resulting in approximately $80,000.00 per annum.  

        In 2003- 2004 the Recreation Association worked with Councillor Meade to get Councils approval to start saving surplus funds from the Recreational Area Tax fund for a Community Recreation Centre, as identified in HRM’s Indoor Facilities Master plan.

The Rec. Association was instrumental in rallying residents to participate in the Master plan process and have worked cooperatively with HRM staff to select a steering committee to lead this exciting initiative to build a Community Recreation Centre.

Community Complex

Prospect Road Community Complex Steering CommitteeOur Community ‘Building’ Together In 2003, 250 people attended a public meeting to discuss the need for a community facility to service the Prospect Road area.  As a result, a volunteer Committee called the Prospect Road Community Complex Steering Committee was struck in August 2005 in response to a call for applications issued by Halifax Regional Municipality (HRM) in June 2005. The Committee, in partnership with HRM, is responsible for the planning and development of the new community complex that will meet the overall recreational needs of the communities from Goodwood to West Dover.   The Committee members include: Community Representatives            HRM Representatives Barb Allen                                           Reg Rankin         Susan Batchilder                              Doug Branscombe         Sylvia Carlton                                     Darren Hirtle Rhonda Dea             Don Horne                 Dave McDonald             Lisa Mullin                 Lindsay Rice             Julia Watt                 The Committee began meeting in September 2005 and has used the first few meetings to: set up sub-committees; establish protocols and terms of reference; and, obtain background information about the project. The Committee meeting process is intended to be public and anyone may attend meetings as an observer.  Meeting notices, agendas and minutes will be posted on this website. The Committee will also hold public information sessions at key stages of the planning and implementation process.  There is also opportunity for other community residents to participate in project-specific activities.
